More than a decade ago, I did try very hard to alert appropriate authorities about the danger of weapons based on distant interference of beamed potentials, particularly when those potentials are internally structured per Stoney 1897 and Whittaker 1903, with further contributions by Ziolkowski circa 1985. To say that I got derision, hostility, and adverse reaction is to put it mildly! Of course, to be truthful, my work then was exceedingly crude. It was much cruder than my presently still crude work! However, the literature references and the terribly anomalous incidents were there and they were solid. I published three books from early 1986 through 1991, laying out the references, the incidents, and my proposed explanations. It did not make a dent. After that time, I turned attention back to the Priore effect and to permissible overunity devices where asymmetrical regauging is utilized. But in the Priore effect, and in the present electronuclear effect which I believe is producing the new nuclides in cold fusion experiments, one runs into the Stoney-Whittaker-Ziolkowski extension of EM theory -- if I may call it that -- head on. I prefer to speak of the medical applications and the energy applications. The real gut issue in all of this is the difference between an EM signal information and an EM-produced vacuum engine. In Western EM, we use only the "normal" signals; we do not use "vacuum engines" at all (which some Russian energetics physicists loosely call "the information content of the field). Usually, however, the Russian energetics is rather deliberately advanced as just a sort of "spectral analysis." In conventional EM, we are conditioned to make a sort of "surface wave" (which we call a transverse wave, after Faraday's physical tight strings in the vacuum, which Maxwell assumed and altered to stressed tubes of force). Such "taut string" waves travel (rigorously, only on the assumed physical strings or tubes of force!) in vacuum at the speed of light, if the local spacetime is flat. The fields thought to comprise these "transverse waves" are not considered to have any specific, higher topology internal structure, and neither are the potentials A and phi. In other words, one has here just the classical EM, ordinary signal theory, etc. based on considering bulk translation of charged particles on the receiving end. Normally that's all the electrodynamicists consider. They do NOT consider a hidden internal "virtual flux" or biwave structure of those EM fields, e.g., absorbed by electrons and ALTERING THE INTERNAL STRUCTURING OF THE SELF-POTENTIAL PHI OF THE FUNDAMENTAL ELECTRON OR OTHER CHARGED PARTICLE. Thus they completely eliminate what is used in homeopathy. This conventional signal information energy is small (unless we painfully produce great power, such as lasers or high powered microwaves, even so it is still "bulk translation" oriented), it must propagate through the intervening space between the transmitter and the receiver, and when it strikes the receiver, for large effects indicated by the information the receiver itself must (1) furnish the acting energy for the desired effects to be produced, and (2) decide whether to perform the indicated action at all, and (3) initiate and control the desired action by its own energetic processes and control systems. Further, the signal intelligence required a finite time delay from local emission to distant receipt. As distance increases, the time delay between desired response at the receiver and transmission from the transmitter of the information specifying those desired actions, increases also. So one enters a control loop system which is very difficult to operate in a "closed loop" manner, because of intervening unforeseen signals, etc. and real-time becomes a sort of extreme "time dilation" problem insofar as the "stimulus-response" is concerned. Now we contrast this to an internal structuring inside the potentials comprising the transmitted carrier (wave, gradient-free potential beam, whatever). Those internal structurings produce bidirectional EM longitudinal waves (Whittaker 1903), not transverse waves. Their transverse amplitudes do not vary. They are rather analogous to "pressure waves" underneath the sea, silently propagating at speeds far greater than the surface transverse waves can attain, so to speak. So one is now dealing with superluminal communication, but not of conventional "bulk translation" potential gradients. Note that this superluminal transmission does not violate Einstein's postulate that the speed of light is the same to every observer; Einstein assumed ONLY the transverse or "surface" wave. That postulate specifically does not apply to hidden variable, internal longitudinal EM waves. Their MEDIUM is different topologically, and so is their "internal space." How fast, e.g., does a signal travel in one of the "wrapped around a point" Kaluza-Klein space dimensions? The simplest modern experimental goal might be to utilize something very similar to an ultrawideband radar, with multiple transmitters, so that one can transmit on -- say -- 10 to 20 different frequencies. One then phaselocks the transmitters and places the frequencies on a harmonic interval. Then one must deviate from UWB radar, by adding the phase conjugates of the transmitted waves. I am told that this can be done in waveguides, but must defer that question to the waveguide specialists. I do know that superpotential theory arises in waveguides and cavities, and I am aware that "tunneling" signals -- e.g., one of Beethoven's symphonies -- has been translated at more than 4c in waveguides. It would appear that waveguides alone can probably also be designed to perform the SWZ internal structuring of the potentials -- in which case one would be performing a Bohm hidden variable structuring of the transmitted carriers, but by electromagnetic means. At any rate, if we have two such transmitters, and they transmit either carrier waves in beams or gradient-free potentials in beams, the internal structuring is variable at will by the multitransmitters. The results should be most interesting. If you conventionally mix two DC potentials, they simply superpose , and one does not normally worry about any "internal structure". Actually one has assumed a random variable SWZ structure, with essentially an infinite set of bidirectional EM wave pairs in harmonic series, comprising each potential. So there is no large scale coherence in the superpositions of the internal structures of the two potentials. One just gets an altered potential with a still-random internal SWZ structure. One gets the normal EM effects only. Now, however, when there exists altered, deterministic structuring of the internal structures of the potentials A and phi, the normal simple superposition theorem must be changed. Now there is a topological superposition, which can be and usually is highly nonlinear. Further, it is a deterministic topological superposition of the internal contents (structures) of the potentials. One changes everything in that internal domain, from fields to spacetime topology. Whittaker 1904 already showed that any conventional EM field, wave, or energy distribution pattern can be created by just the interference between two potentials. The potentials can be calculated. So by structuring the potentials, in the multiwave interferometry that occurs in the now-nonrandom internal wave structures of the potentials, one gets the LOCAL appearance (in a distant interference zone) of EM fields and field patterns or structures. These new EM fields arise in local spacetime, from every point, and propagate outward. In other words, one now gets action-at-a-distance EM field effects, where the propagating DC potential beams with internal structuring exhibited no overt EM field propagation from transmitter array to distant interference zone. In that distanct zone, the EM fields that form will arise directly out of the local ALTERED spacetime. Those fields and field patterns thus can interact directly in an on a mass without the usual blockage of the intervening Faraday caging of the electron shells. The carrier potentials themselves remain gradient free, yet the fields are formed. From topology considerations, we may consider the active vacuum to be a potential, since it is a violent energy flux. This VP has an internal (usually random statistical) internal structure, to wit, just the virtual particle flux of the vacuum, as utilized in particle physics. Now what happens to this "conventional random statistical internal structure" assumption when we introduce deliberate infolding (paired EM waves and fields and their exact phase conjugates) into that internal "assumed random statistical" structuring? Well, it now acquires a deterministic component. This breaks the random statistical structure assumption. In short, we have multiply polarized the vacuum, from one viewpoint, and "internested" such polarizations in deterministic patterns. That's a multiple, deterministic set of asymmetrical local regaugings, from the standpoint of gauge theory; i.e., it is a deterministic structure/set of broken symmetries in the local spacetime (vacuum) flux. And that is what I refer to as a VACUUM ENGINE. From relativity viewpoint, one has created a local internested set of deterministic, controlled spacetime curvatures. From topological viewpoint, one has created a local, internested set of deterministic, controlled topological changes. In theory, at least, a vacuum engine to accomplish any desired action or set of actions -- physical, field, potential, charge, lattice, or otherwise -- in a distant target such as (in the Priore case) the human body. Priore showed, e.g., that you can reverse diseased cells back to normal, and Becker also showed differentiation and dedifferentiation. Kaznacheyev showed that the disease or physical damage in cells itself can be induced electromagnetically (in higher topology EM). Ever how one view it, the vitals of this Vacuum Engine are transmitted (we use DC potential beams as an example) in terms of a set of something like "velocity modulations" of the internal SWZ biwave pairs (wave view) or structured polarizations of the vacuum, with internesting (particle view). They are or may be transmitted faster than c. They are a special kind of "tunneling" of the energy; the energy changes form at the transmitter end from observed (i.e., bulk forces and particle translations) form to virtual forces and virtual particle translations). At the interference zone, a reconversion occurs from virtual state back to the observable state; in other words, from virtual flux modulations (particle view) and longitudinal EM wave velocity modulations (wave view) right back to full-fledged translation type fields. If matter is located in the distant interference zone, then that matter can be affected at any and all levels. The coarsest level is just the imposition of ordinary fields upon the charged particles, giving conventional bulk translation of the particles. A finer level is penetration of the internal components of each potential directly into the nucleus and even into the quarks comprising the nucleons. With direct penetration to the quarks in the nucleons; the forces are not PROPAGATING as such through the intervening small spaces, but are "tunneling" directly through any intervening space potentials, no matter how small or how large. The inadvertent very small formation of such "scalar potential interferometry" (remember, we mean the internal interferometry of the hidden multiwave longitudinal EM wave components) I believe is what furnishes a very small residue of "vacuum engines" that flip quarks and otherwise do things that normal nuclear reaction theory does not consider. This is what I postulate is the main electronuclear mechanism producing the nuclide changes in successful cold fusion experiments exhibiting anomalous nuclide formation. Recall that Patterson's company offers a kit which can be bought for less than $4,000, wherein competent researcers can obtain their own nuclide changes, by their own measurements and in their own laboratories. And that kit does not include any kind of normal nuclear reactants. In the Priore case, he mixed his 17 frequencies in a rotating plasma, which would have given him at least some phase conjugation of those frequencies, and thus some conversion of a component of them into infolded biwave pairs. In other words, he was doing the same process I described roughly for a more modern ultrawideband radar transmitter array approach using specially constructed and modified waveguides. In my separate mind-body model only briefly summarized here, the unconscious mind is actually a massively parallel processor (MPP), while the conscious mind was fitted (for our survival!) to the single photon interaction (ordinary physical reality) and thus is a serial processor (SP). It has great speed, but is serial nonetheless -- at least in the model, you understand! This explains how the "deep mind" or MPP cannot be directly perceived by the SP. When the SP looks at the MPP, it "sees" say 10 thousand or 10 million different ongoing things at once. With so much in the single "snapshot" serially made by the SP, it just "sees blackness or absence of any single discernible pattern." So the "unconscious" is completely conscious, just multiply so. But normally the "outputs" of the sensors it uses connect to it, not to the SP. Again, one can take the view that these multiplicity of ongoing electrodynamics in the MPP are thus "infolded" signals of the SWZ type. There is some experimental evidence suggesting this, which will not be discussed here. Anyway, the bottom line in this model is that an overall conglomerate potential exists in the living body, permeating all the cells, the atoms, and the atomic nuclei. Since internal interferometry causes effects to arise from inside out in local spacetime, then the atomic nuclei become most important as furnishing the nuclear potentials whose internal SWZ structuring carry the mind dynamics (both conscious and unconscious), the EM topology operations that constitute long-term memory, Popp's master cellular control system's operational EM dynamics, and the hidden dynamics for Becker's demonstrated DC potential recuperative and cellular differentiation and dedifferention control. So Priore reached the "base camp" for the particle sources of the "conglomerate master potentials" -- the particles in the atomic nuclei. He did this by introducing the output of his rotating plasma tube onto a powerful rippling magnetic field. Nuclear magnetic resonance thus assured that his magnetic field carrier reached those nuclear particles, and that the internal structuring of his vacuum engines were introduced into (by diffusion mixing) the internal structuring of (1) Becker's DC cellular differentiation and dedifferentiation system, i.e., the body's own cellular recuperative system, and (2) Popp's master cellular control system, which actually is mostly the same system as discovered by Becker, but only from a QM particle view rather than the classical EM view taken by Becker. As can be seen, one now has a powerful tool for directing intervening and even controlling deep cellular control. The simplest thing is to produce a selected and optimized (by trial and error) group of internal wavepairs.inside the SWZ structuring of the DC cellular control system. Let us look at a damaged or diseased cell. A priori, it possesses an exact general relativistic set of local curvatures of ST, for the exact physical condition. We may decompose that VACUUM ENGINE set into two components: (1) the "normal" vacuum engine set for that cell when fully healthy, and (2) a "delta" vacuum engine set that represents the exact set of detrimental physical changes, NO MATTER HOW SUBTLE OR HOW NUMEROUS, that "comprise" or "form" the resulting disease or damage condition. In the internal biwave set (internal EM topology), we have now (by assumption) added a selected and optimized set of internal "pump waves." My original thesis (and fortunately you recently furnished some information where experimental support exists in tortuous consideration of the topology of multiply curved local spacetimes) was that any pumping in the internal EM topology creates amplified antiengines for the exact vacuum engine existing in the cell. Thus the normal healthy component vacuum engine is reversed, which just moves back on a DC healthy line!). Also, the disease delta vacuum engine is reversed, which precisely and exactly restores the cell back to eliminate that delta. Voila! the cell dedifferentiates (time-reverses) back to normal, along with all its parts. This is the part that needs careful and much better examination and investigation than are within my personal capabilities (personal limitations, more accurately!) Again, thanks very, very much for your patience with these things which have required so many years of my life and so much effort. If we can contribute to the uncovering and development of (1) new, cheap, universal, clean energy systems, and (2) a powerful new medical science and technology, it will all have been very much worthwhile.
