Yes indeed, the program to recover the Priore technology will have to reproduce rigorously the previous Priore results, in lab animals and under proper protocols. That is one of the very first things to be done. However, even when done, the MECHANISM or CAUSATIVE PRINCIPLE eluded the Priore team itself, including some pretty fair scientists in France and elsewhere. Just as the ACTUAL MECHANISM for Becker's epochal work (in dedifferentiating and redifferentiating living cells in vivo) has eluded researchers. At least Becker pinned it to the recuperative or restorative system of the body, as opposed to the immune system. And he rigorously proved WHAT was happening as the EFFECTS of his work with otherwise intractable bone fractures. That is, the red blood cells coming into the bone fracture area shucked their hemoglobin and grew a nucleus. Then -- genetics and all -- they turned into the kind of cell that makes cartilage. Then -- genetics and all -- they further turned into the kind of cell that makes bone, and so were deposited and restored the fracture site with new bone deposit. No one in the West seems to have applied the GR notion of vacuum engines. But when you alter the local energy density (the local G- potential) of spacetime, you are in fact curving local spacetime. In Particle physics, Nobelist T.D. Lee has in fact pointed out that such "vacuum engineering" can conceivably be done, but states that no one has even tried it! To the contrary, decades ago Soviet (KGB) weapons scientists not only tried it, but highly weaponized it as well. Kaznacheyev's experiments, e.g., showed that any kind of cellular disease or disorder or damage can be induced in cells at a distance, via this kind of thing. Of course they did not advance openly the MECHANISM, which was and is classified highly by the KGB. Oddly, in the century-old EM theory, we stopped at the potential, without further structuring it, even though Stoney and Whittaker showed us that it had an internal structure and internal hidden electrodynamics. The CRUDEST kind of vacuum engine -- where the local structuring of the vacuum (that's what a potential gradient such as a so-called "E" field is! -- does not include any subsequent deeper layers of structuring within the gradient, is just a "force" which coupled to matter will translate it. So the West has stayed with this cumbersome "most primitive vacuum engine" since the 1860s. But by assembling the internal parts, a potential can be constructed with a desired internal structure (Whittaker 1903 played backwards!). If we truly believe in wave-particle duality, then the wave (which is just two potentials --- Stoney, Whittaker, Ziolkowski, Bromwich, Nisbet, and many others in superpotential theory) must also be subject to the same deeper structuring as matter. And in fact, it must be subject to precisely analogous structuring, since the duality principle applies at all structural levels. Well, that's extending what they normally do in general relativity! There for some reason they persist in stopping short at the "gross overall local ST curvature," without going into further internal structuring of that local ST curvature. Plus they seem convinced that it cannot be engineered. Well, it can be engineered, and it has already been for some decades, BUT NOT IN WESTERN SCIENCE AND UNIVERSITIES. Kaznacheyev's epochal work on induction of diseases and cellular changes at a distance was directly utilized in the decades-long microwave radiation of the U.S. Embassy in Moscow. NONE of those health changes occurred in a locale in the Embassy where force fields existed; only where gradient-free potentials existed (as shown by the Johns Hopkins team that mapped the internal radiation pattern thoroughly). Three U.S. ambassadors died as a result of that radiation. Johns Hopkins researchers applied conventional electrodynamics where, if the force fields cease, there is no electrodynamics left. So (1) the proved perfect correlation to the ABSENCE of the force fields and the PRESENCE of force-free potentials. They concluded erroneously that it could not have been the microwave radiation! Well, they proved just the opposite. If it were completely apart from the radiation, then sheer ordinary statistics would have had some health changes occur where there were fields, and some where there were none. All occurred only where the fields were absent. Now if you ASSUME that all the electrodynamics is caused only by fields, then that would rule out the EM radiation as a cause. But of course that assumption is wrong, by superpotential theory (Stoney, Whittaker, Ziolkowski, Nisbet, Bromlich, and a bunch more guys!) The Russkies, of course, used it as a very nice intelligence collection tool. In other words, pick a high level U.S. target -- the U.S. ambassador (Then vice-president Nixon, for goodness sakes, was the first target back in the 50s!) Make the ambassador mysteriously sick or kill him strangely. Then sit back and watch the U.S. reaction. The Intel agencies and the State Department will say, "What the heck is going on?" and their BS EE level analysts will say, "DUNNO!) So they'll call in their best EM consultants. And they will do what Johns Hopkins did, with the same result. THEN THE RUSSKIES KNEW FOR CERTAIN THAT (1) OUR FOLKS DIDN'T KNOW THE TECHNIQUES AND THE EXTENSION TO EM TO COVER VACUUM ENGINES, AND (2) THEREFORE, WE HAD NO DEFENSES DEVELOPED AGAINST IT. And so we've BEEN telling them that, with 100% certainty, since the 1950s. You see, any diseased or damaged cell has a vacuum engine structure delta, for that specific disease or disorder, per general relativity (Wheeler's principle, restated). Well, GR already recognizes that the vacuum engine (the local curvature) will act directly upon mass. It follows that a STRUCTURED vacuum engine will interact directly upon a STRUCTURED mass, and change its structure accordingly. Interesting thing, you don't need a lot of raw brute force power! Structuring a vacuum potential is just structuring a potential. All one does is a set of asymmetrical regaugings, then just "holds what one has." Any mass exposed to that vacuum potential engine, will be directly acted upon. The internal forces will arise from each and every internal ST point within the object. Force fields here do not have to "propagate into" the affected little local region from outside it; instead, they arise directly from within each and ever little local region. Make an antiengine for a diseased cell, as Priore did, and you accomplish miraculous cures. Make a direct disease delta for a healthy cell, as Kaznacheyev did, and you accomplish miraculous "disease induction" at a distance, as Kaznacheyev's team did in thousands of experiments. The U.S. Embassy microwave radiation was just a weak example, used specifically to collect intelligence and evaluate whether or not we knew anything about Russian energetics. The Gulf War Syndrome was induced precisely the same way, except that a quantum potential was used instead of a "propagating" potential. In 1989-91 I published the mechanism for generating a quantum potential; it's just the absolute limit of anti-Stokes emission (or in nonlinear optics terms, iterative retroreflection between two or more phase conjugate mirrors -- sometimes called SELF-TARGETING or MUTUAL SELF-TARGETING for short. Examine that concept yourself in a Gedankenexperiment. Look at two separated charges. Recall from particle physics, NOT electrodynamics, that each charge is an asymmetry in its violent virtual photon exchange with the vacuum. So it extracts and gates out an OBSERVABLE flow of energy. Well, the only observable flow of energy from a charged particle is the Poynting flow. So what the charge is really a source of, is a pure Poynting flow, BEFORE that flow is interacted with by an intercepting charge or pole and "separated" into E and H fields (force fields). The phi is just a portion of it also, unseparated, since E = -(del)(phi) to first order, and add a second negative time derivative of the A-potential for the full term). But before INTERACTION, there is no separate phi, E, or H. Those are INTERACTION PRODUCTS. Quantum mechanics, since the Aharonov-Bohm paper in 1959, already understands that there are no force fields in vacuum. That's because the Poyntings flow from electric (or magnetic) charge sources are not yet differentiated by interception and interaction. Now if you tightly structure your source charges, you pay for their relocation just one time. Thereafter they steadily pour out a STRUCTURED Poynting flow (which nowhere in electrodynamics have I ever seen). Take two such generators, and arrange shields etc. so that "beams" of potential are radiated from each. Separate the generators, and let the beams cross in a distant point. In that distant point, ordinary EM fields will locally appear on any mass (on its internal charges) placed in the interference region. Now here's a neat way to do something dramatic. (1) with respect to your own "circuit ground" for your potential beam generator, that distant intersection point or region has a background potential. Suppose your generator (the two of them, used here as an interferometer for generating EM forcefields at and in a distant region) is biased in its ground potential well-above the ambient potential in the distant intersection region (DIR). Then EM force field energy will appear and scatter from objects in the DIR. That's "heating" and you now have an exothermic generator. *(This is particularly true if you dither or oscillate your source charges back in your beam generators, so we have AC signals instead of DC. However, you need to then insure that the vector summations of a sum of these AC signals is a vector zero summation.) In the Exothermic scalar interferometer, heat appears (simplest change) in and on distant objects in the DIR. If you "structure" your beams, you can make this disordering (heating) energy in any frequency band, and in any desired component. Very nice for destroying strategic rockets just after liftoff halfway round the world. Now suppose you negatively bias your scalar interferometer, well below the ambient reference potential in the DIR. Well, an astounding thing now happens. Recall, the SToney-Whittaker decomposition of the scalar potential shows bidirectional EM wave pairs. That is, energy can and does flow in both directions. NOW what happens is that "negative" energy -- i.e., Maxwell's "concentration" type instead of divergence of the Poynting flow in the DIR -- occurs. Well, that is "Electrostatic cooling" by another name, out there in the DIR. And that "extracted" distant heating will emerge back at the transmitters, and you will have to cool them. Now if you violently (peak power) pulse such an ENDOTHERMIC scalar potential interferometer, and the DIR falls over a naval task force, then Bingo! You get a rather instantly frozen task force. The German scientist Hellman, who was taken to Russia after WW II, and who eventually escaped and made his way back to Germany and then to Brazil, reported to the German press that he had been working for several years on a project where a distant area of the ocean's surface was suddenly frozen electromagnetically. Guess what he has been doing down there in Brazil ever since the Brazilians made him a handsome offer. The weapon has been tested, e.g., as early as 1984 in a "cold explosion" off the kurile islands. There are two very good articles published by Walker and his colleagues in the journal Science, on that anomalous incident, including a multi-hundred mile diameter glowing sphere of light that started in the top of the mushroom cloud from the explosion and then grew to monstrous size, extending beyond the normal atmosphere. Anyway, my own purpose is to try to use the internal hidden EM variable electomagnetics for healing and for industrical, home, and auto energy production if possible. The weapons are already there and there is nothing that one can do about them as a private citizen. But the Priore type research will have to grapple with such questions early on. They do arise, once one understands the mechanism involved. Literally the vacuum exchange drives everything. If one structures and engineers that exchange, then every part of a mass -- including its atomic nuclei -- is open to direct intervention and manipulation. The same is true for the living cell and all its functions. But think of the vista! In theory, to every type of mass structure and dynamics, there exists an exact counterpart vacuum engine, else Wheeler's principle must be discarded as well as general relativity itself. The most breathtaking thing in the world is what can be done by manipulating and structuring GR curvatures of ST, via hidden variable electrodynamics. One can even (in theory) manipulate the probabilities of the Schrodinger equation, BEFIORE the collapse of the wave function and the observation emerges. In short, one can in theory determine whether or not a thing shall even emerge from its "pre-reality" state (Wheeler's term) into an observable state, as shown by the delayed choice two slit experiments. And by manipulating the structuring of the Schrodinger equation, one can in theory dematerialize an object, or materialize an object. It appears that, with vacuum engineering, one is now engineering the so-called "fixed laws" of physics! They are not fixed at all, it turns out, but depend upon certain assumptions in each case. And now one can alter and engineer those base assumptions, thereby altering the law of nature, at least in the manipulated area. All of this will have to be grappled with by any Priore effort. The promise for humanity is incredible -- as is the threat. The threat is already developed and there in the waiting onsite weapons. In my opinion, it is high time that the benefit side get a little scientific attention also, to aid humanity rather than destroy it. Sincerely, Tom Bearden Priore simply found a direct and practical way to form such internal EM structuring and dynamics inside carrier waves (each of which is just two potentials). He found that, by adjusting these "infolded" frequencies, he could achieve startling cures of diseases. But he was a radar technician in training, and so thought only in very straightforward electrical terms. He favordd "ionization" as a possible mechanism, and as an assumption.
